Plečnik Awards mission statement and criteria
2) The Award is conferred upon the authors of works which integrate artistic imagination with contemporary social, political, economic, technological and environmental achievement; works pursuing cultural purpose and expressing a contribution to the wider society; works which embody supreme distinction and are inventive in terms of their concept, material, technology, execution and societal role, and which contribute to the development of the professions and the culture of building.
3) The Award is named after architect Jože Plečnik, whose recognition transcends both the confines of the architectural discipline as well as the geographical borders of Slovenia. Plečnik's works represent an enhancement of the physical context, leveraging the existing in the built space to foster a new quality therein. Plečnik's works are original, singular, and architecturally inventive.
4) The Plečnik Award builds upon the relationship between Plečnik's works and those of contemporary architecture. The qualities of Plečnik's works as stated form the basis of the criteria for the selection of works considered for the Awards.
Article 2
Conferment
1) Plečnik Awards are conferred on behalf of the profession by Architect Jože Plečnik Fund (hereinafter: the Fund).
2) Plečnik Awards are conferred annually.
Plečnik Awards
1) The Plečnik Award is conferred upon a realised work aligning most closely with the mission of Plečnik Awards.
2) Plečnik Medals are awarded for works in the following categories:
- the Plečnik Medal for Large-Scale Architectural Realisation,
- the Plečnik Medal for Small-Scale Architectural Realisation,
- the Plečnik Medal for Public Space,
- the Plečnik Medal for Publication,
- the Plečnik Medal for the Enrichment of Spatial Culture.
3) Each year, the Jury selects one work from each category which aligns most closely with the mission of Plečnik Awards and conforms most closely to the criteria of Plečnik Awards. From among the following three categories: Large-Scale Architectural Realisation; Small-Scale Architectural Realisation; and Public Space, the Jury shall award two Plečnik Medals and confer one Plečnik Award. In the category in which the Plečnik Award is conferred, a Plečnik Medal shall not be awarded.
4) Based on the works submitted, the Jury may decide not to award a Plečnik Medal or confer the Plečnik Award.
5) It is generally to be assumed that a Large-Scale Architecture is a construction larger than 1000 sqm and a Small-Scale Architecture smaller than 1000 sqm of gross floor area.
Article 4
Spatial and temporal restrictions
1) Plečnik Awards are conferred for works realised in the territory of the Republic of Slovenia and for works realised in the areas of neighbouring countries with Slovene national communities which enrich the spatial culture of Slovenia. For works realised in the areas of neighbouring countries with Slovene national communities, the Jury has the discretion whether to include them for its consideration, and the obligation to state its reasons in either case.
2) Plečnik Awards are conferred for works realised within the period of the past three years. In the field of landscape architecture, the Awards are conferred for works realised the period of the past five years.
Article 5
Appearance of the awards
1) The Plečnik Award comprises:
- a Plečnik Candleholder with the name of the recipient or recipients,
- a certificate,
- a monetary award.
2) Plečnik Medals comprise:
- a medal with the name of the recipient or recipients,
- a certificate.
3) If an award is conferred upon more than author, each of them receive their own certificate while a Plečnik Candleholder or a Plečnik Medal is conferred upon all the recipients collectively.
Article 6
Plečnik Fund Grant
1) Each year, the Fund awards a Grant as a form of students' recognition.
2) The Plečnik Fund Grant is an encouragement to a Master of Science in architecture, landscape architecture, urban design, or other programme dealing in space at an early stage of their professional journey, and is awarded in recognition of the recipient's academic or extra-academic work.
3) As a general rule, the Plečnik Fund Grant is awarded as a lump sum and is intended for a new academic or research project to be completed by the recipient within one year, and presented to the public in a manner organised by the Fund.
4) A candidate for the Grant is identified by the mentor or the institution of higher education. The call for submissions and the candidacy procedure are carried out in tandem with the call for submissions and the candidacy procedure for Plečnik Awards.
Jury
1) The recipients of Plečnik Awards and the Plečnik Grant are determined by an expert committee (hereinafter: the Jury).
2) The Jury comprises five members. From amongst themselves, the members choose the Jury's chair, who represents the Jury and conducts the Jury's sessions. The Jury has a mandate of one year.
3) The Jury's membership constitutes public information and is published together with the call for submissions for the Awards.
Article 8
Jury member selection
1) Members of the Jury must be persons of renown from the fields of architecture, landscape architecture, and urban design, as well as from the fields of humanities, arts, natural sciences, spatial studies, or related fields. At least half of the members of the Jury must belong to the disciplines stated in Article 1 of these Rules. As a general rule, one member of the Jury is a foreign person. A member of the Jury may be a member again after five years from their former Jury membership.
2) The members of the Jury are elected from among proposed candidates by secret ballot by the Fund Assembly. The candidates are proposed to the Fund Assembly by the Fund Management Board. The candidates must submit their consent to the candidacy in advance of the voting session. Candidates may be proposed by the members of the Fund Assembly in the voting session itself with the proposal accompanied by the candidate's consent.
3) Upon the completion of the ballot, the Fund Assembly, pursuant to Paragraph 1 of this Article, confirms the composition of the Jury.
4) If a member of the Fund Assembly or the Fund's management, or a person associated with such a member, wishes to submit their work for Plečnik Awards, they are required to exclude themselves from any and all ballots and deliberations relating to the composition of the Jury or the selection of Awards in the sessions both of the Management Board as well as of the Fund Assembly.
Article 9
Jury's independence
1) The Jury is independent in its decisions.
2) The Jury must conduct its work in a professional, responsible, and ethical manner, as well as in accordance with these Rules.
3) The authors of realised works may not take part in the respective on-site visits.
PLEČNIK AWARDS SELECTION
Article 10
Call for submissions
1) The call for submissions for Plečnik Awards is published annually, no later than on 1st February.
2) The call for submissions for Plečnik Awards is published on the Fund's web site and may also be published in other media and on the respective web sites of the Fund's founding members.
3) The call for applications includes the conditions for application, the required elements of the application, and the information on the composition of the Jury.
Submission of works for the Awards
1) Any person may submit or propose a work for an Award, including the authors of the proposed work.
2) A submission including all the required materials is performed by means of a standardised web form on the Fund's web site. If the work submitted is such that a web submission is not possible, the materials may also be delivered in physical form.
3) As a general rule, the deadline for submissions is one month from the publishing of the call for submissions.
4) A submission must include all the information required for the evaluation of the quality of the work submitted. Detailed conditions are stipulated within the call for submissions.
5) A submission must also identify the category within which the work is submitted. In deciding, the Jury may disregard this identification.
Article 12
Jury's activities
1) As a general rule, the Jury is required to view all the submitted realised works. If the number of submissions precludes the Jury's work from being executed in a quality and timely manner, the Jury may perform a pre-selection from among the submissions and view only the selected works.
2) The Jury's decision on the Awards is unanimous. If an unanimous decision may not be reached, the Award recipients are determined by vote. The decision is adopted by a majority of the votes cast by the members present. In the event of a tied vote, the vote cast by the Jury's chair counts twice.
3) The Jury must submit their decision on the conferment of the Plečnik Awards to the Fund Assembly in the form of a written report within 60 days of the closing of the call for submissions for Plečnik Awards. The Fund Assembly may set a shorter deadline to the Jury, but not less than 30 days.
4) The Jury's report must include:
- a report on the Jury's activities,
- a table of all awarded works,
- a justification of the award selection.
5) The Fund Assembly adopts the Jury's report.
Article 13
Conferment and promotion of Plečnik Awards
1) Plečnik Awards are conferred annually.
2) All the awarded works are showcased on the Fund's web site and by means of a video presentation.
3) The locations of the Plečnik Award ceremony and the exhibition of the awarded works are confirmed by the Fund Assembly based on the proposal by the Management Board.
4) The Fund puts on an exhibition of the awarded works and organises a public event featuring a discussion.
Publication and entry into force
These Rules are published on the Fund's web site and shall enter into force immediately upon publication.
