Conceptual Transformation of Economic and Legislative Space and the Design of Potemkin City in the City of Ljubljana - Jury's report

Understanding economy, city politics, and architecture, all of which directly impact the development of a city, was the basis for an unusual yet wonderful master's thesis by Sebastjan Cvelbar.

On the test site of a former petrol station at the intersection of Samova Street and Dunajska Road in Ljubljana, an unusual structure undergoing perpetual change is proposed, a structure composed of several interconnected scenarios with unconventional narrative names, which the author connects into a complex whole in a humorous and visually convincing manner.

The project's guiding principle is a proposal for a circular economy of used building materials employed to construct a temporary structure which adapts both to the type of the building material available as well as seasons, the users' or the city's needs, and the choice of building material. At the same time, the structure acts as a material bank which through time changes the shape, the purpose, and the size of the temporarily created public space.

In this project of perpetual becoming, the author leverages the principle of the reuse of building material to intelligently and humorously dispute the traditional operation of a city as an economic currency, political programme, or architectural boilerplate.

The project is a humorous, daring, and exhilarating incentive for the city and the state to establish a regulated systemic manner of recording and offering reusable building materials.
